When students upload assignments, any type of assignment with the Email alerts to teachers turned on. Only 2 tutors receive the notification, for example;
If I have a tutors list, with editing rights as follows

Billy Bob
-
Jane Smith
-
Kelvin Jones
-
Jimmy Jackson
And then a student uploads an assignment, randomly only 2 tutors from the above list will receive the notification email.
Is there a way to select who receives emails or open this up so all tutors in the list receive an email?
On previous versions of Moodle I have noticed this issue but it hasn’t been resolved and it is now becoming an issue as more and more teachers are asking for notification.
I would be very grateful if someone would point me in the right direction, many thanks in advance.
