Trying to configure Moodle so my forum users can start their own topic discussions but unsuccessful so far.
I given the permission but it still is not doing it.
If anyone has ideas I would appreciate.

Are your forum users created in groups? If so, make sure that the correct group is showing in the visible groups box located in the upper left corner of the screen when you access a forum for posting.
If the incorrect group is showing, then there won't be a an add a new discussion topic.
To get the correct group to show, just click on the visible groups drop down box located in the upper left corner of the forum screen you accessed and choose the correct one.
Then student's should be able to post.
