There is possible to create a folder to upload files to it.
Is it possible to set such folder as a resource containing files,for example library of documents?

Sure, just create an index.html file that links to all the other files, and use the index.html as the resource.
Yes, but this solutiom has one weakness - logs will track visiting index.html rather then each of document linked to it.

Yes, true. The only way to get proper tracking currently is to create a proper "resource" for each uploaded document.
