You can change the editing time in Admin >> Configuration >> Variables. Default is 30 minutes, and mail is sent out on the first cron that runs AFTER that time.
Yes, the cron.php output tells you all about what it is doing, including email sending.
I highly recommend reading the new Installation documentation and using the new moodle-cron-for-windows.zip that was only put up in the last day or so.
