When trying to reset a course, it tells me reset not implemented for journals. can anyone tell me why it won't let me reset them along with the rest of the course. I am running version 1.9 +3.

At the risk of being facetious, because it's not implemented 
Journal has not been maintained for a number of releases and will be removed completely in Moodle 2.0. There is a script to migrate to "Online Text Assignments" which is the easiest thing to do.
