The SWF Activity Module is slowly taking shape. In this latest update, I've demonstrated how a non-developer would be able to relatively easily deploy Google Maps as a learning interaction in Moodle using the SWF Activity Module (Select "Login as a guest"):

Google Maps requires an API key which is specific to the host's domain name so it's necessary to pass this into the Flash application with the embed code. It's also possible to pass in co-ordinates or search strings to predetermine the location where the map initialises.
With Flash being Flash, you can of course add all kinds of other interactivity such as adding marker points, navigation via mouse position, etc.
I've moved the SWF Activity Module hosting and documentation over to Google Code so I can use WebDAV and Subversion:
