we are looking at the possibility of a scenario in which we could have up to 20,000 users logged in at once. this will be a brief (a few months) circumstance but availability must be high (it's for an international conference).

This may see trivial but trust me, use a Nix platform instead of windows. The process threading/forking is far more efficient on a nix box than a windows machine.
