Resource types

I am trying to add a recourse to a course. When I select the "Link to File or Web Site" The file "course/modedit.php?add=resource&type=file&course=7&section=2&return=0" is called and the browser displays the error code "31" What is happening that the 'file', 'lin' and 'r' are not being set for modedit.php

Hope someone out there knows what is happening here !?
