We're running 1.8 on a SUSE Linux 10 box using MYSQL 5. We're able to edit role capabilities (USERS - PERMISSIONS - DEFINE ROLES) with no problem. As soon as we upgrade to 1.9, once you edit a role capability (or even the role description) and click on the SAVE CHANGES button, it logs us out & puts us back at the login screen.
I've even gone so far as to do a clean install with no trace of the moodle sql database, the moodle directory or the moodledata directory with the same failed result. Going into the moodle.mdl_role_capabilities table, i can make the change, but yikes...that's a lot of effort to make the occasional needed change. I really want to upgrade to 1.9, but this is a showstopper. Hoping someone else out there can shed some light onto the potential cause of this.

Which authentication system are you using? I have no idea why you are getting logged out at that moment.
All these pages are doing is taking some data form the use, and saving it to the database. Why is this one different?
Yes - able to edit other things - add courses - add users. The only thing I can think of is that maybe something with our PHP isn't quite right. I'll have to try to delve into the script that sets the change or maybe try to install on a fresh server to test.
