What does "create quiz on another system" mean? Which system?
It if is another Moodle system that is roughly the same version you don't need a plug in, there are too many ways to bring in a quiz and/or its questions. You could use a backup process in one Moodle site/course and then restore it to your course. Within a same Moodle site, there is the Import function, where you can import any activity from another course you teach. It is possible to create a file with questions from a question category in Moodle, save that and import that into another site.
I would be looking at MoodleDocs, Quiz module, Question bank especially the Import questions and Export questions links.
It is possible to export questions from question bank in a file type, then import/insert that file into a lesson. See Adding a question page and the import question section.
