The levels (or phases) are shown on the Teacher's view of the Exercise. They are the Tabs which run across the page. The text in the Tabs is "hot". The current state/phase is dark, the other phases are links. Click on the link to change/move to the new state/phase. Have a experiment and you'll see how it works, most things in Moodle are reversible, those that are not, warn you first
