Users unable to update SCORM activity

While logged in as an admin user, I uploaded a SCORM activity into one of our courses. I wasn't quite sure what the instructor wanted written as a description for the activity so I put in some dummy text. When the instructor went in to update the text, however, she was unable to. She got this error:

The specified package/manifest is not valid. Check it and try again.

I was able to update the activity description myself, though. The instructor in this case is a sitewide administrator, just as my account is, so I can't see why this would be a problem. We're using our system's zip executable and not Moodle's internal zip libraries.

Curiously, the activity seems to work fine for students.

What is going on here?

We're using Moodle 1.9.3.

If it is working for some people but not others, then I would suspect client-side caching.
