I want to create a structure where there are only three layers of members:
1 - Admins and Teachers (and course creators)
2 - Students
3 - guests
These are global roles. However, in particular, I want to prevent "guests" from using (writing) Blogs. I am confused ... need some guidance.

By default, guests can't add blog entries. To limit blogging to specific users only, see the Blogger role documentation.
