Email Notification Not Working

I am on Moodle 1.8.3 and using the Certificate module. I have set the certificate to email notification when the certificate is received, but it doesnt seem to be working,. I am not getting any notification. The settings all seem to be correct but it just doesnt send the email. I have probably missed something somewhere but just not sure where. Any help would be appreciated.

I was able to resolve this issue. It turns out my server didnt have the proper permission on the exchange relay server. So, one that was fixed, the email notification is not working properly.
