We've had a request from a faculty member for the ability to limit the student's ability to upload a file to only once. (Around the office, we're calling it the "No Do-Over" option.) It would be a new option, probably appended to the "Allow resubmitting" setting in Upload a Single File.
I've searched the Moodle Tracker and can't find any requests for anything similar, but thought I'd stop in here and see if anyone had any thoughts on the matter before I wrote up a response for my boss.
