Is there a way for the help files of a module to get updated automagically with a new version? Something like we do with database updates?

I think I know what you're referring at. Yesterday I made this thought, what could probabely solve your problem:
  1. Instead of installing Moodle with all 40 languages, wich are incomplete because the add-on modules are not included, just install Moodle in plain English and let everyone who needs other languages download and install those packages (who besides moodle.org needs 40 languages?).
  2. Put the strings of all the modules, invluded the add-ons in every languagepack.
That way, no one has troubles with the languagefiles for the add-on modules: just get the latest and you have everything available.
