The follow-on question might be, "Why?"
This is an area in which OU has I think made great contributions.
Take a look at the tracker and search regarding the moodle.org sites concerning chat, irc and jabber......

Actually having noted that Helen has a JID of tsala@moodle.org I poked about and it appears that someone (Eloy) has a complete OpenFire serving running which allows you to register and contains a broadcast component.
If you have CVS access (contrib or core) take a look at http://moodle.org/mod/cvsadmin/view.php?tab=chat. You will see that there is a Moodle Jabber server, intended mainly to help developers.
There is currently no security there, and so far no-one has abused it. However, if it gets abused, Jordan will probably have to lock it down.
