Is it possible to configure the permissions so that Student TA's can enter, say homework grades, into the gradebook, but not be allowed to view the other grades (exams, reports, etc.)
You will need to create a new offline assignment activity for each homework you want to grade, and give your TAs permission to grade the activity outside the gradebook (Create overrides in your activity for the TA role). Your TAs will then be able to grade all course participants, but will still be able to see only their own grades in the gradebook.
Actually, the student TA is not a student in this particular class. Usually, the TA's are upper class students who have already taken the class. So they need permission to enter homework grades , but not view exam or project grades.

You cannot show/hide different grade items in the same course based on roles. The only way to achieve your result is to let your TAs view the grades as they are stored in the assignment interface (offline assignments).
