I too wish to use moodle in ways that you mention. I have found one developer who is willing to take on the project. Others are welcome, and encouraged, to contact me.

I couldn't find a billing section in the face to face. It also seems to require a course. ( I could be wrong ). I am still looking for someone to create a seminar registration activity module that can work on the front page or through the calendar.

Each course you have in moodle can have several "face to face" sessions, sorted by region, time of the day, etc. It's excellent for courses that are mostly online but still gather for a session with a tutor or lecturer.
Now if you _don't_ want a moodle-based online part to the course... make it minimal. You can still use the moodle "course" as a welcome page, what the course is about, how to get to the venue. You can also use the moodle course as a means to email all the participants.
This is great advice. I can see this able to work. It would take a few more steps to get the end results, but it can work. The only problem that I have is; most of my customers are 50+ year olds who still use abacus'. It is hard enough for them to press one button and type in the information, let alone two or three additional steps. I know you are rolling your eyes, but I swear on mothers grave it is true. I have to take roughly 40% of the registrations over the phone.
