In the end of installation on page of change of properties of the main page all fields are not displayed, and in not clear symbols on top.
After full installation I can not come into options of the front page
In a file config.php I added a line
$CFG->debug=2048;
$CFG->debugdisplay=1;
$CFG->dblogerror = true;
And at new installation on page GPL License it has been deduced messages:

21510-na-by a name of my base. The base is empty at the moment of installation.

$CFG->debug=2047;
instead of 2048.
