No access to php.ini

Greetings,

I have been trying to install Moodle onto a shared hosting provider running Windows.  I'm starting to realize where some of my problems are lying.

One setting: session.bug_compat_warn = 0 is enabled.  I do not have access to the php.ini file to disable this. 

Another file that i also need to change (apparently) is also located in the php.ini.  This file is the one that tells moodle where the temp directory is located.

Any advice would be greatly appreciated.
