Unable to install Moodle

I follow the instruction on complete install packages for windows
http://docs.moodle.org/en/Complete_install_packages_for_Windows

However when i reach the third step

Third - start Moodle installation

Start your web browser and type localhost, or http://127.0.0.1 or http://localhost in the address bar.

there is just a black page with HTTP 404 Not found. Is there any step i missed out?

I'm new, would be grateful if anyone could answer me. Thanks!

Are you installing on a standalone PC?

Do you have xampp running?

Yes, I'm installing on a standalone PC.
I've also run the setup_xampp.bat and xampp_start.

Do i need to change the documentRoot in httpd.conf?

No. I have half a dozen versions of the complete Windows package on my PC. They come with the DocumentRoot set to the moodle folder (directory) so that one can access Moodle by typing localhost. And even if it weren't, it wouldn't make any difference. localhost would still point to something. If there were no default DirectoryIndex file in the folder it pointed to, you would get a list of files in the folder, even if the folder were empty.

Since you installed on a standalone PC, I presume you entered localhost in a browser on that same PC. And since you ran xampp_start, Apache (and MySQL service) should be running. So the 404 is a deep mystery. Perhaps there is a missing Moodle file.

I somehow got the moodle page appeared on my browser yesterday. And after that when i going to shut down my pc, i clicked on xampp_stop and went back. The next day
when i try clicked on xampp_start and typed localhost on my browser, the
HTTP 404 Not found error appeared again. but there is a moodle icon appeared
on the title of the web browser.

Wonder what's wrong?

Ok, i know why now. It is because my skype is on. they are using the same port. Thanks anyway
