Logging may not be working at our installation

We have been testing in version 1.2.1 and just about to upgrade to 1.3.3 before putting these classes live and I see that I have no logs that I can check. Selecting Logs from the backup page or from any other page returns No logs found. I can't see anything in the site setup regarding this. Suggestions?

Also, what is the best way to tell if a moodle backup is currently in progress?
