It can look that way, but using the blue help buttons and the Moodledocs link at the bottom of every page that takes you to the relevant part of the documentation wiki helps a lot once you have the habit. I'd prefer some on-screen novice-friendly explanations, but I think its assumed that the current methods suffice.
