The Journal module is not longer a standard module in Moodle 1.9 and according to what I have read it will no longer be present in Moodle 2. This explains why it is not maintained (In Moodle 1.9 for example, it does not write to the gradebook anymore). The general suggestion is not to use the Journal module anymore, but use an online text assignment instead.
There are votes for the Journal module to continue as a contributed module, if developers can be found to keep it up to date.
