Interesting question. I suppose a good answer depends.. I don't know that MS has built ftp capabilities into their software, but you could essentially do the same thing instead of uploading by using a link for your resources to a file at say google shared documents. With this, you've work in your browser, log into your google account, edit as you wanted. This could even be a collaborative document.

Then I wonder what's the big hassle about your 'upload' process. Perhaps if you used something like Dreamweaver, which produces good html and also manages websites, in one click, your MSword document revision would be 'uploaded'. And, if you were willing to go with a simpler text editor rather than requiring all the formatting of the bloatware Word, you could probably use something like BBEdit (Mac) and open and edit your document on the server.
