student dropbox and publicly available files?

Hi,

I'm hoping to create a dropbox for students that could act as a file storage area for student work on public wikis, Google MyMaps, etc.. - applications that link to photos or files (pdfs, chemdraw, etc.) but don't necessarily have storage capabilities. The dropbox would need to:

be ungraded
limit file type and size of student uploads
limit file upload to students enrolled in the course
warn students when they attempt to upload a file with a name that already exists in the folder and gives the option to rename the new file
be publicly available via an URL - for example a wiki could reference a pdf in the Moodle storage area with an URL like http://mymoodlecourse/classfiles/article.pdf

Is this possible? I experimented with assignments and databases, but neither seems to do everything above, especially allowing for public access.

Two options, neither of them moodle:
1) Brew your own (either yourself or someone in your IT department) web-based uploader script. Last time I tried doing one of them in PHP it was a bit tempremental.
2) Web-based file manager (plenty available - do a google). Create the folders for each area/class/etc then just give students access WRITE only access (i.e. not delete, modify etc)

Thanks Dave! I figured that was the route I'd have to go down, but I wanted to make sure I couldn't do it in Moodle.
