My school is going to download Moodle to the school server so that all of my students can have access at school.  However, I'm wondering if I can still edit my Moodle course from home or if I will be required to be at school to work on it?  Also, can my students download Moodle at home or even just access my course online without downloading it?

Moodle is server technology. The minimum client application is a browser (i.e. Firefox, Opera, Safari, etc). One does need to download Moodle to use or access Moodle. You might want to browse the docs http://docs.moodle.org/en/Teacher_documentation and the demo course http://demo.moodle.org/

Once your school has downloaded and installed Moodle access is a matter of the district/schools control. A security conscious enterprise will have a firewall erected around their IT resources and may not have anything in place to allow persons outside its namespace to access resources inside that namespace. Access can be provided by putting such servers in what is called a DMZ or providing limited passage through the firewall. That is in the hands of your IT staff.

I suppose the first thing you should do is to present your questions and concerns to the staff implementing Moodle at your school and ask them why they are installing Moodle, what access they intend to provide and how they will afford access.
