K-12 District wide implementation

Our district is in the process of implementing Moodle for all of the school in the district, around 50 schools total. It is hosted on a district server with each school having their own URL. Currently we have two individuals that are the administrators with full access privilege and no one at the school level has administrative privilege. My question is has anyone had experience with a setup similar to this and would having someone at each school act as an administrator work?

I have chipped in with this where able, but I think that the task is substantially more than just a few pointers in a forum (and I have indicated as much)!
This is especially so when it comes to user administration, and in particular, any methodology for handing local administration back to the schools.

You may also note that whereas I think the idea has legs, some other commentators, particularly Howard Miller (who is very experienced), would choose to go down the Moodle Networks route.

But maybe there is some combination that is yet more powerful.
