Hello Richard...I am not sure if this will help but here is what we do here at VIU...
We run multiple instances of Moodle with approx. 5000 students and 500 instructors....
We place an "archive" copy of each of the course that has run at the end of a semester in a "hidden" category...see attached screen shot...
...when an instructor wants a "new" moodle course or a "copy" of an existing course they place there request through this form...

...then we simply restore a copy of the requested course and change the semester settings, etc...then instructors take it over to prepare for delivery...all the previous content, blocks, etc is there from where they left off...
Also, we use "self-enrollment" keys so it is the responsibility of the instructor to contact students in regard to enrollment, etc
