I'm sure I'm missing something simple as I've done this multiple times in 1.9.1, but I have a brand new install of Moodle 1.9.2+ and we can't use override permissions. (Even as admin) I haven't changed anything, but I typically override permissions for students on a few blocks, but it doesn't matter whether it's on the homepage or in a course. When you get to the point of selecting what you want to override, you get "no capabilities available in this context". I'm guessing it has something to do with the safe override that was introduced, but I don't see any settings I could change in roles and I thought admins would have the ability to do anything right out of the gate.
