Messaging: Messaging Permissions in 1.9.2

Hi. We would like to set up messaging in the following way ....

  1. Any teacher can message any teacher, even those teaching in different courses.
  2. Students cannot message each other or any teacher.
  3. Teachers can send messages to any student, even those not in their courses.
  4. Students can read messages from any teacher.

I think these things are possible, but I am having trouble with permissions.

Can anyone help out?

5. Prevent students from blocking contacts.
