Moodle 1.8.6 (Build: 20080716)

we are trying to upload questions in gift format, but it is very inconsistent.  Sometimes the file will upload, but in most cases it will not and we get a message that it is empty.  Attached is a sample of the text file we use.  This file worked for us, but many times it doesn't

Works for me.... it would be more help to provide a file that definitely doesn't work for you.
