Thank you for clarifying that part of it. I did the case 1 and left most of the default settings. I did change permission for the database, groups, and the course.
What I want the facilitator to do is to be able to post comments to their group members re: participation level, and their scores/grades.
However; my facilitator role can view all participant grades in every one of my courses.
I hope I'm explaining this well, but I'm still learning.
