I have problem when I want to set an assignment that just it is followed by certain student, not all student. is locally assigned role affected to my problem ??

No, you can't use roles for this. If you are using Moodle 1.9, you can use groupings. Look for situations similar to your in the Groups FAQ. If you have questions, ask them in the Groups forum.
