Hi Leo,
This isn't an Ouwiki problem but a Moodle problem : students can only insert images which are already on the internet, so they can't upload them directly.
You can get round the problem, see this video Creating assignments in Moodle for Students to Upload files.
Students can also upload images in the Database module.
