Comes down to your level of technical knowledge and/or confidence in picking things up quickly more than anything else.
IMHO Moodle Partners, like any other "partners" in a given field, are fairly expensive compared to doing it yourself.
For example, when I first started with Moodle I signed up for shared hosting which cost about US$60 for the year I think, and on that server I ran 3 or 4 Moodle installs, dotProject, Gallery and VTiger amongst other sites. It was a fairly steep learning curve as I was totally new to this side of things but I tend to pick things up quickly and actually enjoy the challenge. The downside being if I broke it, I had to fix it.
On the other hand, if I was pushed for time, just wanted a Moodle site and nothing else and wanted the safety blanket of knowing all I had to do was use the software and leave the support side to an expert, then paying the extra $ to a Moodle Partner I would think well justified.
