As for the IP, yes, it's impossible to include PHP code in Moodle texts, but here's one solution:
Create a simple filter (you can use cvs:/moodle/filter/censor as an example, just duplicate the directory and edit the php script in there) to replace a codeword like CFGWWWROOT with the current $CFG->wwwroot!
