As i know we can add various resources to a course. Now how can i add comment for already available resource.
If any can suggest , i can try to implement

If I've read your question correctly you can Turn Editing On, go to Add a Resource...Insert a Label from the drop down menu and add your comment. HTH

before i get any deeper into this I have to say that I'm not a Moodle expert, I just happened to think I knew the answer to your questions.
If you want a teacher to be able to comment on a resource perhaps you could set up a forum and not allow students to see it or take part in it (the water's getting a little deep here, so if somebody else could help out, I'd be grateful). HTH
