I usually through reading forums and trial and error am able to find my way around customizations, however this one has been eluding me greatly and I thought I'd see if anyone has any suggestions.
Basically I want to take the Grader report, and add an additional column that shows the date that the student received their final grade. The reason this is necessary is that some of the students need to retake certain tests annually etc so I need to know what they completed the last one.
I also need to be able to export it with the date for tracking in the same fashion.
From what I've looked into it seems like the changes may be in the lib.php file but I could be incorrect. Any suggestions are welcome!

I think this is something that would require the development of a new report type. There is a tutorial that might help get you started - http://docs.moodle.org/en/Development:Gradebook_Report_Tutorial.
