I am pretty sure that I understand "conditional to grade". I have it set to 80%. Even if the score is 100% it won't release the certificate. I had it working last night. This morning I installed other certificate modules. Maybe that is the source of my troubles.
Anyway, how do I fix this situation?
Answer: You get rid of the FAT version of the Certificate module. Life is good now.
