I want to be able to show/hide assignments for individual students (either automatically or manually).
I don't want students that aren't ready to do or submit assignment #5 if they aren't done with #3.
However, I don't want to hold the faster students back by hiding it from ALL students.
please help

You might want to have a look at Activity Locking - http://docs.moodle.org/en/Activity_Locking - and see if this will help in what you're after. Currently a plugin (I think but don't quote me) but I believe it is flagged as part of the core Moodle environment for version 2.0.

after messing with a handful of versions, I did get one of them to work (http://promoodle.com/index.php?option=com_docman&task=doc_download&gid=9&Itemid=60) -- I have the stable 1.9 moodle running.

I have Moodle 1.9.2 on localhost, but can't install AL, it says:
Fatal error: Cannot redeclare document_file() (previously declared in C:\Moodle IDE\xampp\htdocs\moodle\server\moodle\lib\deprecatedlib.php:1590) in C:\Moodle IDE\xampp\htdocs\moodle\server\moodle\lib\moodlelib.php on line 5736
Is it works fine for your version?

You may like to use the lesson activity.
This allows you to set tasks to do first second etc in a sequence or only allow progression after a pass in a quiz.
Students can work at their pace fast or slow.
All students will have access to all material but only in a set sequence.
I have not used this but some of my teachers here have and they really love it.
