Are you using Moodle 2.0 already?
The principal simplification added to 2.0 is closing the question bank for users who are not prepared to use it, but otherwise, not really. I agree, there is a lot going on in the UI since the uses of the Quiz editing UI are so diverse.
What kinds of editing possibilities are you looking for?
