In February 2015, UNICEF launched a Learning Management System (LMS) to offer an easy, structured and centralized access to learning opportunities and to improve reporting and evaluation of learning activities. The platform, called Agora (https://agora.unicef.org ), is now used by over 25,000 learners (internal and external) and it includes over 1200 off-the-shelf courses and resources from specialized providers, custom UNICEF online courses, and face-to-face and blended programmes from both UNICEF and external providers. As of January 2016, Agora is management by the newly formed Learning and Knowledge Exchange (LKE) Unit in the Division of Data, Research and Policy (DRP). Through this organizational change, the organization aims at reinforcing and strategizing its programme learning offering and at better integrating formal learning (courses) with informal learning (peer-to-peer discussions / CoP). 

Under the supervision of the Learning and Development Specialist at the newly formed Learning and Knowledge Exchange Unit, Division of Data, Research and Policy, support the development of online and distance learning programmes, integration and management of content on Agora (UNICEF’s Learning Management System) and other tasks related to the support of end users and subject matter experts

Key Expected Results

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for the following areas of duties and key end-results:

LMS administration 

  • Assist with the maintenance of the LMS catalogue on a daily basis by ensuring proper categorization, descriptions, and quality set up of all learning assets.
  • Contribute to quality assurance and testing.
  • Act as main site administrator for the platform and back up project lead providing technical advice, tools and services to UNICEF divisions and offices worldwide.
  • Support country and regional offices with the creation and delivery of reports related to course completions and development plans.

 

Publishing, set up and/or integration of learning activities, resources and programmes on Agora

  • Publishing/integration of online course (including UNICEF custom developed courses, external learning provided by partners, Skillsoft, MOOCs) and resources (e.g videos, webinars, Skillsoft books)
  • Creation of face-to-face events and webinars on Agora
  • Design, creation and set up of programmes, assembling and/or creating various activities and resources.
  • Support materials and training sessions of various audiences of end users of the Learning Management System.

 

Management and coordination of e-learning content development

  • Develop and coordinate an e-learning content production framework, especially for core and cross-cutting issue; including tools, procedures and partners aimed at ensuring efficiency; quality; sustainability and cost-effectiveness. This includes self-paced learning modules, videos, quizzes, webinars and collaborative learning activities.
  • Coach all subject matter experts during course development, from beginning to end, in order to ensure that UNICEF develops and consolidates its course portfolio according to the strategic plan and in line with the learning strategy.
  • Advise subject matter experts on value-added course elements and multimedia object selection; plan and coordinate their production; Supervise and guide vendors and SMEs with instructional design matters.
  • Ensure overall project management, including communication, timeline management, quality, and scope control (content, budget, timelines, and objectives).

  

Users and stakeholders communication and support

  • Support end-users (learners), facilitators, and subject matter experts with the use of the LMS
  • Timely responses to requests received from end users in the project mailbox
  • Development of communication channels such as the preparation of a monthly Agora newsletter highlighting the newest learning opportunities and most recent development
  • Train secondary administrators, course managers and editors on the use of the LMS
  • Support the development of thematic learning channels and discussion boards.
