Job offered: Course Cartridge developer

I'm looking for either information or some who can develop a course cartridge for a book. The publisher would like to make contents available to Blackboard, but in my investigation, I believe that creating a carrtridge in the Common Cartridge format would allow the publish to distribute his cartridge to any supported LMS. Is there a list of companies or freelancers that do cartridge development?
