Job offered: Moodle consultant sought

For the work my nonprofit (see www.paxpopuli.org) we strongly need some kind of LMS.  I'm not sure if it is Moodle, but I'd like to write out what we are looking for and submit it to Moodle experts and have them advise me if this is doable in an efficient manner.  We are a tiny, poor, all-volunteer organization with a tiny budget to match. If it seemed that Moodle would be the way to go, we would want to know how much it would cost to create a turnkey system ASAP. I'll provide a brief that can guide the proposal development. 


The foundation of our work involves bringing together volunteer tutors from around the world to work to help teach English to students in Afghanistan as a form of peace building through education. It is all done via video chat (currently we use Skype) and so any proposal would need to include peer-to-peer videoconferencing between tutors and tutees, all of which need to be overseen by the administrators of our nonprofit. We don't need to watch or record the video conferences between tutors and tutees, but we do need to have timestamp records to authenticate that the video-conferences took place and for how long, and we need to know who video chatted with whom.  All such data should be stored in the participant files and readable by administrators.
