Primary Job Purpose:

·To ensure that the BSC's e-learning platforms are developed, maintained or modified based on best practice technical standards and meet internal and customer requirements.

·To manage activity of the oursourced development and support vendor to ensure that projects are delivered on time, to agreed specifications and within budget.

·To drive the product development agenda with respect to e-learning systems and processes to maximise commercial opportunities and operational efficiencies.

  Brief Description of Tasks:
  1. Prepare and manage learning systems development plans in conjunction with the e-learning support, education, qualifications and logistics teams to maintain/enhance/extend future revenue streams.
  2. Gather requirements from the organisation for new learning systems developments.
  3. Work collaboratively with the outsourced development house and internal stakeholders to challenge requirements and achieve value-for-money.
  4. Drive the outsourced development house to deliver high quality system developments delivered on time, to scope and at agreed costs.
  5. Maintain high levels of awareness and knowledge of the e-learning marketplace and input to operational and strategic planning processes accordingly.
  6. Set and effectively manage the learning systems development budget for costs relating to the ongoing development of the various LMS's and related systems.
  7. Develop, implement and maintain appropriate quality assurance processes with regard to delivery of e-learning systems.
  8. Guide and support the Education team in terms of emerging industry trends and how learning technologies can be used to innovate the educational product portfolio.
  9. Provide support and guidance concerning learning technologies and the BSC's e-learning capabilities to the commercial teams and all other departments as required.
  10. Develop a positive working relationship with the sales department in order to ensure that sales staff are fully trained in product knowledge and all business growth and development opportunities are maximised.
  11. Create technical and non-technical materials about the BSC's e-learning capabilities for use in marketing and communications programmes.
  12. Undertake any other duties as reasonably delegated by your line manager.

Person Specification:

Skills & Qualifications-Essential

  • Degree or equivalent in computer sciences, engineering or similar.
  • A strong logical thinker with an eye on the 'bigger picture'.
  • Excellent verbal and written communication skills.
  • Extensive knowledge of Moodle LMS.
  • High levels of IT literacy.
  • Excellent time management skills and ability to prioritise.
  • Knowledge of the e-learning marketplace and available software products.
  • Knowledge of e-learning development lifecycle and project planning.
  • Strong vendor management skills.

Skills & Qualifications-Desirable

  • Knowledge of the Health and Safety or other regulatory marketplace
  • Knowledge of Salesforce.com CRM system
  • Knowledge of Drupal web CMS

Experience - Essential

  • Experience of managing the development of web-based bespoke and off-the-shelf IT solutions and the integration of such diverse IT systems.
  • Comforable balancing the short-term needs of the business with enabling longer-term flexibility within the IT environment.
  • Experience of driving forward the e-learning agenda within a training-focussed organisation.
  • Experience of working flexibly in teams with external partner engagement.
  • Confident acting as an internal consultant with respect to learning technologies.
  • Experience of dealing with customers both face-to-face and via telephone/email.

Experience - Desirable
