We are using 1.8.2+. We rate forum postings but not all students have the RATE option available after they post. This does not appear to happen to the same students for all forums, but it does seem to happen in all forums--there are some students who do not have the RATE option available. Also, while the student does not have the RATE option available in one discussion, that student may (or may not) in the next. It doesn't seem to matter what heirarchy level the posting is. Does anyone have a clue or could this be a bug?
One thing that has created that situation for us is that the dates get set in the forum setup for "Restrict ratings to posts with dates in this range." Unfortunately, after those are set, it grays out and looks like it isn't set--making it hard to tell if it is set or not.
So, take a look at the posting dates. Are the posting dates for students that do not have the rating dropdown before or after the dates of the students who do have the rating dropdown? If so, go into the forum and update it by checking the box beside "Restrict ratings to posts with dates in this range." Expand the dates listed to cover all the posting dates. Save. Then see if the rating dropdown appears. If it does, go back in and uncheck the box beside "Restrict ratings to posts with dates in this range" to turn it off.

Thanks a bunch! That seems to have been the problem. This course had been imported from a course created last year. That may have been how the "set dates" box (which did not look like it was active, just as you said) got "confused. Again, thanks!
