I can add a new event for a course without a problem but if I choose to add an event for just one group in a course then it does not get added to the calendar.  However, the data is present in the table mdl_event

I am using the 1.3 development 2004041800 version of moodle

You are 100% correct, in fact there was a bug in the code which prevented any group events from showing up. The corrected code is now in CVS and you can download it to test the fix.
