How does one create categories for the glossary module?

- create a Glossary
- click on the 'Browse by Category' tab
- click on the 'Edit Categories' button
- click on the 'Add Category' button

ps. forgot to say that if you have created multiple categories, you can use Control+Click to enable the concept to appear in more than one category.
